According to the U.S. State Department's 2023 TIP report, Lithuania ranks as a Tier 1 country (85). The report stated that although the government meets the minimum standards, authorities prosecuted fewer suspected traffickers and inconsistently implemented victim identification and referral mechanisms throughout the country, especially in rural areas. Additionally, authorities did not proactively identify and screen for trafficking indicators among vulnerable populations, such as children and migrants, thus suggesting the prevalence of undetected trafficking.
